The groundwater level in a borehole not influenced by abstraction or artificial recharge.

Static Water Level

It is natural groundwater level measured in a borehole.  No groundwater levels are ever truly static as they continually respond to recharge, discharge and abstraction.

Why is rest water level important?

Rest water level are used to determine hydraulic gradient and the direction of groundwater flow.
