It is anticipated that the developmental and tourism potential of the ORWRDP and the De Hoop Dam projects will have a positive impact on the local community and create spill over effects on the socio-economic conditions of the area. The aim is to assist in the creation of a sustainable future income, stimulating the local economic development of the District by the transfer of skills, creation of jobs, developing and linking the tourism potential of the area with existing tourism attractions.
The Department has already awarded contracts to the total value of R40, 5 million to three black economic enterprises of which two are from Limpopo Province and one is from Mpumalanga Province. To date the project has awarded contracts to the value of R306 million of which more than 70% included historically disadvantaged individuals.
 Labour Forum
The Labour Forum process was established through the engagement of the Premier’s office as well as the Greater Sekhukhune District Municipality which led to the signing of De Hoop Dam Charter on 19 March 2007 [charter available for publication?]. The Charter specifies the requirements for the recruitment of labour in the project area for the dam. It also provides the guidelines on preferential areas of recruitment. The areas were selected in such way that labourers can reach the workplace without spending a lot of money on transport.
The Labour Forum comprises of Ward Councilors and Tribal Chiefs in the preferential areas identified for recruitment. It an Ex-ecutive Committee which meets once a month. Gcaina Makuwa was appointed by the Department on behalf of the Forum to run the Labour Desk on a daily basis.
The main purpose of the Labour Desk is to create a link between potential workers and the contractors.
Communities are encouraged to work through their ward councilors and tribal chiefs. The services of registration on the potential workers’ list are free of charge.
As part of making sure that the necessary proce-dures are followed during recruitment of labour, the department has the ser-vices of an external auditor.
Visitors Information Centre (VIC)
The VIC will provide the visitor the oportunity to attain more insight into the project. All relevant documents and reports will be available at the VIC for public perusal, including the EMPs, EMPRs, RoD and relevant legislation and regulations.
A display area will provide visual infomation about the project in the forms of posters, booklets, video material, maps, fact sheets etc. Information covered will be technical aspects of engineering, the socio-cultural aspects as well as the bio-physical aspects.
