The Department of Water Affairs will host Water Services Symposiums in the country before the kick-off of the 2013 Green Water Services Audits and the 2013 Blue Drop Progress reporting. It is important for all stakeholders to attend these sessions to be informed of preparations for the auditing cycle. Attendance are per RSVP only since seats to the venues are limited. Please find the programme attached to assist you to identify which session you will attend. To reserve your seat, the confirmation of attendance form should be completed and returned to bluedrop@dwa.gov.za. Venues are not indicated as yet. As soon as the venues are confirmed, it will be communicated through the GDS and BDS.

Oh my word! Yes, it was just that. This year saw the Eastern Cape Region hosting the National Aqua Enduro 2011 Competition and what an event it was. The Willows Resort in Summerstrand, Port Elizabeth was the venue identified to host the annual Departmental competition. Learners from far and wide, across the four corners (hypothetically speaking) of South Africa converged to engage in one of the most challenging and worthwhile life experiences. Fifty four (54) learners had an equal opportunity upon qualification of the competition to win one of twenty (20) fully paid scholarships offered by the Department of Water Affairs. They were subjected to an intense weeklong programme that stretched their mental and physical capacities to the tee. They were tired and stressed about the activities and tests but managed to get through it all.
Regional Coordinators, DWA officials and their Department of Basic Education counterparts were exceptional in ensuring that they select the best in their respective Provinces from entries received. Competition was tight and alot was at stake! Who would not want to win a bursary from the Department of Water Affairs to study in the Water Sector? They were committed and had to endure many challenges ranging from team dynamics to personal convictions.
The week proved to be an unforgettable experience for all participants. We wish all of them success and prosperity for the final adjudication. From Aqua Enduro, have a joyous festive season!

| 2012 Blue Drop Certification Requirements |

The Department is gearing for the next round of Blue Drop Audits and these requirements will apply. It is not much different from those used for the previous audits but some elements of the Blue Drop handbook is included to ensure that the process proceeds towards a more intensive implementation orientated approach.
Another important point to emphasise would be that the usual Regulatory Performance Measurement System (RPMS) data collection will occur as part of the audit, hence the referal to this round of audits as the Blue Water Services Audit. This audit will include verification of Green Drop progress.
It is envisaged that audits will occur over the period of October to December 2011, with the Confirmation Assessment in January February 2012

The Department of Water Affairs (DWA) in partnership with the Water Institute of Southern Africa (WISA) have come a long way in the quest to improve water quality management, particularly in the Local Government sector, as well as acknowledge those organisations and individuals who have excelled in the execution of their function.
The Municipal Water Quality Conference continues its proud tradition to reaffirm Government’s earnestness to ensure that all Water Services Institutions are responsive, accountable, effective, efficient, and consultative, and achieves the desired water services outcomes.
The 4th Municipal Water Quality Conference provides a platform for knowledge and lesson sharing, lesson distribution and partnership opportunities between the public and private sectors to upscale efforts to improve wastewater services and drinking water management in South Africa. Central to this will be discussions to ensure financial sustainability of the water services business within Local Government.

World Water Monitoring Challenge™ (WWMC) is an international education and outreach program that builds public awareness and involvement in protecting water resources around the world by engaging citizens to conduct basic monitoring of their local reservoirs, rivers, streams, estuaries and other local water bodies.
WWMC grew out of the World Water Monitoring Day program in 2012. While an official “day” continues to be observed each year on 18 September, the broader “challenge” encourages people everywhere to test the quality of their waterways, share their findings, and protect our most precious resource. The program runs annually from 22 March (United Nations World Water Monitoring Day) until 31 December.
The primary goal of the World Water Monitoring Challenge is to educate and engage citizens in the protection of the world’s water resources. Many people are unaware of the impact their behaviours have on water quality. Conducting simple monitoring tests teaches participants about some of the most common indicators of water health and encourages further participation in more formal citizen monitoring efforts.

This is the fourth Blue Drop Report. It is most remarkable to note the impact this programme had on the water sector over the past four years. The positive impression made on the municipal fraternity is evident of the passion and commitment rekindled within those responsible for drinking water quality management. These attributes were found to be the key to reshaping the sector and restoring public confidence in the quality of our tap water. This report is prompted by the desire to be transparent and ensure that credible information is communicated. This is also the reason why the Department strives to get municipalities to implement incident management protocols and by so doing thereby become more risk averse in their commitment to safe-guard public health in a precautionary manner. The risk management principle became increasingly prominent since the inception of the Blue Drop certification programme, with water safety planning as the key performance factor. The World Health Organisation (WHO) is advocating the implementation of water safety planning across the world, in both the developed and developing countries. The Blue Drop programme is reason why South Africa is widely regarded as one of the countries where this concept is taking root quite fast. Be informed that the understanding of Blue Drop Certification and the Regulatory Performance Measurement System (RPMS) being interdependent is definitely incorrect. The Department opted to perform the auditing of Drinking Water Quality and Water Services jointly as a means to minimise data sourcing and assessment costing. This exercise is termed Blue Water Services Audit to ensure that the complete value chain of the drinking water business is assessed during one activity. Yet the scoring and reporting will be done separately as before.
However, it should be noted that this does not imply that the one is less important than the other. The Water Services Regulation unit remains responsible for enforcing the relevant Norms and Standards promulgated under the Water Services Act, and this would include reporting on the Key Performance Indicators listed in the Strategic Framework for Water Services. The information which stems from the RPMS assessments is used to compile the Annual Water Services Performance Report, Ad hoc National Assembly reporting, as well as the Comparative Regulatory reporting/benchmarking (copies are available to all municipalities). All Water Services Institutions are thus encouraged to comply with Section 62 of the Water Services Act to furnish the Department with the information required to monitor water services performance.

Please take note all instituations who have registered on the Blue Drop System for Classification of their Process Controllers and are not satisfied with the outcome of the classification i.e received a lower classification/down graded may contact Revi Naiker or Lizelda janse van Rensburg. Alternatively check the comments provided in the comments box.
In most instances a Process Controller was previously registered and received a higher classification and when documents were re-submitted for reclassification, did not attach all their qualifications. This resulted in the classification received being far lower than expected.
In order to avoid this, please ensure that all relevant qualifications are attached/scanned and loaded onto the system. |
