The treatment plant has a design capacity of 6,6 Ml although it currently treats in the order of 8,2 to 8,7 Ml/day (winter demands). This figure is currently limited by the high lift pump station in which both pumps have to pump in parallel (without any standby) to meet the demands. As presented to your office and Senqu Local Municipality bottlenecks further exist on both the bulk supply to Herschel and Voyizana and is enhanced by the housing developments being implemented and further planned in these areas. The contract for the bulk metering in Sterkspruit was awarded for a reduced amount due to limited funds and can merely be extended to the original scope should additional funds be made available. Nandoni Bulk Water to Sinthumule Kutama (Vhembe DM) |
As part of the Levhuvhu Govt Water Scheme, DWAF Construction would provide a pipeline at Albasini. The Vhembe Municipality has the responsibility to extend this pipeline from Albasisi for 25km up to Makhado Town and beyond into the Sinthumule/Kutama region (more than 39km of pipework) and the Makhado Air Force Base. The 79 000 population of Sinthumule/Kutama villages have a serious problem as the groundwater supply has diminished and the quality has deteriorated. This bulk pipeline will deposit potable water from the Nandoni Dam into the 3 regional reservoirs from where it will be available to everybody (the existing network system was constructed as part of a presidential lead project under RDP Programme 1). The use is 100% for domestic purposes as potable ware would be supplied in bulk at Albasini. |
The presidential lead project from the RDP Programme 1 is failing due to bulk water shortage - the problem is critical and there is no further groundwater to obtain. The Makhado Town and Makhado Maximum Prison (3 200 inmates) would also obtain water from this source and relieve the tremendous shortage experienced currently. The Makhado Air Force Base experiences critical water shortages in drier periods when the existing wellfield at the Sand River cannot supply enough water. There are a number of key strategic areas that would benefit from this project. The Dept of Public Works (National) have already a budget of R7.0mil available to help as co-funder. |

As part of the Olifants River Water Resources Development Project (ORWRDP) Phase 2B, DWAF would be constructing a raw water pipeline to a position just east of Mokopane Town for 39 mil m3/annum. Mogalakwena Municipality has evaluated the DWAF distribution proposals and has developed a combined system to distribute raw water to the mines and potable water to the communities. The system will start with a 1000mm diameter pipe and deliver water to 3 large mining groups and three planned water treatment works. The raw water to mines would amount to 50% of the flow and the potable water the other 50%. The potable water is planned to reach about 98% of the Mogalakwnea population residing in towns. |
The mining development requires raw water to be delivered by 2010. The community water supply would be augmented by this water and is critically needed due to shortage and water quality of the groundwater resource. |

The 21 villages surrounding Masisi have a serious problem in obtaining water for domestic use. The May 2006 feasibility study proved that the groundwater target areas were not sufficient to supply sufficient water. The Masisi town is the last major centre before entering the Kruger National Park at Pafuri Gate. |

The Nebo Plateau is a water scarce area and the existing water resources can only provide the population with a rudimentary volume of 12l/capita/day. The ORWRDP of which the De Hoop Dam is part of, is a National water resource development initiative of which 50% of the volume will be allocated for domestic supply and the balance for mining and industries.
The development proposals for domestic water supply to the communities is currently finalised in the BWS Master plan and project specifications.
The phased capital investment requirements for bulk services development is as follows:

The Burgersfort Tubatse area is the major Provincial Development Cluster in the Sekhukhune District Municipality due to the development of mining in the area. The existing water resources and the domestic and associated water services infrastructure is not sufficient to cater for the existing and expected growth. The ORWRDP and ORWSDP was initiated to address the increased demand in water resources and the required bulk water infrastructure requirements. The Mooihoek to Burgersfort/Tubatse Feasibility was initiated to optimise and programme development proposal.

The Lebalelo Community Water Supply System derived from the share DWAF paid on the Lebalelo Raw Water Bulk Supply Pipeline. The mining development in the Dilokong area required the water resource and DWAF used the opportunity to address the lack of infrastructure to communities in the supply area.
The feasibility was completed in 2003 and infrastructure development in the first priority area started.

Development initiatives are currently delayed due to the poor water supply situation.
The water resources to be investigated are local resources optimisation, Nandoni Dam extension and the Mogalakwena/Glen Alpine development.
Villages en-route may benefit from the outcomes of the proposed development scenarios. |
